Recent operations have illustrated shortcomings in Air Force clothing and equipment. Further, the current scales of issue (Military clothing entitlement for each person) are unwieldy and outdated. The CEMS project will address these issues, and will negate the recent practice of uncontrolled local purchase of some operational clothing items. In addition, the Commander of 1 Canadian Air Division (1CAD) has specified a requirement for a single order of dress for both garrison and deployed operations in order to minimize the associated logistical burden. The CEMS project will therefore pursue operational Air Force clothing items that have appropriate performance and design features, are converged as much as possible with CF Army items, and are interoperable with allied clothing and equipment.
